US intelligence agencies under pressure to link coronavirus to Chinese labs

Senior figures in the Trump administration have put pressure on US intelligence agencies to provide evidence supporting claims that the coronavirus outbreak originated in state-run laboratories in China, a report in the New York Times claims.

Intelligence analysts fear Donald Trump is looking for propaganda to be used in the escalating blame game over whether China covered up the crisis or even generated the virus in its laboratories.

...

The office of the director of national intelligence said in a statement on Thursday that it had concluded that the virus was “not manmade or genetically modified”, but said that officials were still examining whether the origins of the pandemic could be traced to contact with infected animals or an accident at a Chinese lab.

“The intelligence community [IC] also concurs with the wide scientific consensus that the Covid-19 virus was not manmade or genetically modified,” said the statement. “The IC will continue to rigorously examine emerging information and intelligence to determine whether the outbreak began through contact with infected animals or if it was the result of an accident at a laboratory in Wuhan.”

China, Russia take advantage of virus emergency, U.S defense secretary says

May 4, 2020

ROME (Reuters) - Russia and China are taking advantage of the coronavirus emergency to put their interests forward in Europe, U.S. Defense Secretary Mark Esper said on Monday, describing Chinese efforts to promote Huawei mobile phone network equipment as malign.

“(The United States) is aware that some (countries) will try to use the pandemic as a way to invest in critical industry and infrastructure, with effect on security in the long term,” Esper told newspaper La Stampa, when asked whether China and Russia were trying to gain influence in Italy by sending aid.

“Potential opponents will almost certainly try to use their interest to put their interests forward and create divisions in NATO and Europe,” he said. “Huawei and 5G are an important example of this malign activity by China.”

Esper’s comments come at a time when some U.S. officials have blamed China for the coronavirus outbreak. Secretary of State Mike Pompeo said on Sunday Washington had evidence the disease emerged from a Chinese lab, which Beijing strongly denies.

Both China and Russia have offered support to Italy, sending doctors, medical equipment and face masks to the country which was the first in Europe to be hit hard by the outbreak.

The United States has long advised countries to boycott Huawei, the world’s biggest maker of telecoms equipment, in setting up new 5G mobile phone networks, and also to scrutinise gear from another Chinese firm, ZTE.

Washington says the equipment could be used by China to spy on communications. Huawei and ZTE deny their gear poses a security threat.

“Dependence on Chinese suppliers could make crucial systems vulnerable to interruption, manipulation and espionage. This would put at risk our capacity to communicate and to share intelligence,” Esper said.

Russia’s assistance, including army medical staff, drew attention to the limited support Italy received from the European Union, and EU and NATO diplomats and officials have seen it as a geopolitical move.

As Trump takes aim at EU trade, European officials brace for fight

February 11, 2020

WASHINGTON (Reuters) - An emboldened President Donald Trump has set his sights on restructuring the more than $1 trillion U.S. trade relationship with the European Union, raising the specter of another major trade war as the global economy slows and he seeks re-election.

Trump, who has long complained that the EU’s position on trade is “worse than China,” on Monday told U.S. governors that he was training his sights on Europe after signing a Phase 1 deal that cooled a bitter trade war with China.

“Europe has been treating us very badly,” he said. “Over the last 10, 12 years, there’s been a tremendous deficit with Europe. They have barriers that are incredible ... So we’re going to be starting that. They know that.”

European officials say they are willing to work with Trump to address some irritants in the relationship. But they warn that they will retaliate against any U.S. move to impose tariffs on cars and other products, as Trump has threatened.

“In the economic realm, we’re evenly matched. And we will defend ourselves,” Norbert Roettgen, a senior German conservative lawmaker, said on Friday after meetings with White House and State Department officials. “We will respond to U.S. tariffs, and we know how to structure them to be effective.”

On Friday, two days after Trump was acquitted in his impeachment trial in the U.S. Senate, the United States ambassador to the EU, Gordon Sondland, said he was being recalled from his post, making the path of any future negotiations even more uncertain. Sondland had testified during the impeachment inquiry in the U.S. House of Representatives.

The near-term outcome may be a “mini-deal” like the Phase 1 agreement signed with Beijing last month that does not solve bedrock issues but will allow both sides to declare a truce, trade experts say.

DISPUTES AND DEFICITS

The United States, the world’s largest importer, and the 27-member EU block face entrenched conflicts over airline subsidies, agricultural trade barriers and EU plans to tax big U.S. digital companies, among other issues.

The EU was the top U.S. export market in 2018, led by aerospace products and computers, before the United Kingdom left the bloc. After scotching a free-trade agreement with Europe, the Trump administration is focused on shrinking its growing deficit in goods, which hit here a record $178 billion in 2019.

“That can’t continue,” United States Trade Representative (USTR) Robert Lighthizer said in December.

That same month, the World Trade Organization’s appellate body, which acts as a supreme court for international trade disputes, became paralyzed after the Trump administration repeatedly blocked the appointment of new judges.

The White House and Brussels are essentially without an arbitrator at a time when EU officials say Trump appears strengthened by his acquittal in the impeachment process and has amped up his polarizing rhetoric.

“We have allies. We have enemies. Sometimes the allies are enemies, but we just don’t know it,” Trump said at a prayer breakfast in Washington last week, remarks that have put European officials on edge.

After a positive first meeting between Trump and the new leader of the European Commission, Ursula von der Leyen, at the World Economic Forum in Davos, Switzerland in January, Trump surprised EU officials by expanding steel tariffs first put in place in 2018.

EU officials say they are trying to move the relationship forward in a “transactional” manner.

Tomas Baert, head of trade and agriculture for the EU’s delegation in Washington, said on Friday that EU Trade Commissioner Phil Hogan will travel to Washington monthly to try to work out a limited deal “that is tweetable.” Such a deal would allow Trump “to say that we went from the worst trade relationship to the best relationship,” Baert said.

That does not mean, however, that Europe will be consuming “chlorinated chicken,” he said, or buying genetically modified agricultural products, referring to U.S. practices shunned in Europe.

TARIFF THREAT LOOMS

The Trump administration, which has pursued an “America First” agenda aimed at rebalancing global trade flows in favor of the United States, has threatened to levy 25% tariffs on foreign cars and parts from Europe.

On Friday, top White House economic adviser Larry Kudlow said the administration had temporarily suspended its plans to tax European auto imports, “while we work through a good-faith effort with respect to the possibility of an EU trade deal.”

But Baert believes the tariff threat will continue, because Trump “is a tariff man and that’s the language that he speaks.”

Any U.S. tariffs will be met with retaliation, Baert emphasized. “We’re not offering our other cheek if we are going to be hit on one of them,” he said.

PEARS FOR SEAFOOD

A scaled-down deal could include enhanced market access for European apples and pears, on one hand, and U.S. seafood, on the other. Food safety standards that have kept many farm goods out of the European market are also possible, according to several sources briefed on the talks.

“It would be tricky to do something comprehensive, but a mini-deal is certainly on the table,” said Miriam Sapiro, a former acting U.S. Trade Representative in the Obama administration and now co-head of corporate communications firm Sard Verbinnen’s Washington office. “I think it’s doable and it’s realistic if both sides will stay focused on areas of convergence.”

Trump’s concern about the Nov. 3 U.S. election offers some promise for a modest agreement, Germany’s Roettgen said. “For Trump, it’s important that he can sell a trade deal to voters, and that’s an opportunity for us to be able to achieve something,” he said.

Fearful Britons remain strongly opposed to lifting coronavirus lockdown

Fewer than one in five of the British public believe the time is right to consider reopening schools, restaurants, pubs and stadiums. The findings, in a new poll for the Observer, suggest Boris Johnson will struggle to convince people to return their lives to normal if he tries to ease the lockdown soon.

The poll by Opinium, taken between Wednesday and Friday last week, found 17% of people think the conditions have been met to consider reopening schools, against 67% who say they have not been, and that they should stay closed.

Opposition to reopening restaurants and pubs – and allowing mass gatherings in sports and other stadiums to resume – is even higher. Just 11% of people think the time is right to consider reopening restaurants, while 78% are against. Only 9% believe it would be correct to consider reopening pubs, while 81% are against; 7% say it would be right to allow mass gatherings at sports events or concerts to resume, with 84% against.

Johnson, meanwhile, has given his first interview since he was released from hospital and disclosed that doctors had a plan to announce his death. He told Sun on Sunday that it was 50-50 that he would have to be put on a ventilator. “They gave me a face mask so I got litres and litres of oxygen and for a long time I had that and the little nose jobbie,” he said.

Once in intensive care he told how “the bloody indicators kept going in the wrong direction” and he realised there was no cure for Covid-19 and asked himself, “How am I going to get out of this?”

“But the bad moment came when it was 50-50 whether they were going to have to put a tube down my windpipe,” he said. He went on to praise the “wonderful nursing” that saved him and said: “They really did it and made a huge difference. I can’t explain how it happened. I don’t know . . . it was just wonderful to see them ...I get emotional about it . . . it was an extraordinary thing.”

On Saturday, the psychologist Prof Dame Til Wykes of King’s College London said the public’s reactions to easing the lockdown were likely to reveal high levels of anxiety. “It is likely that most people will feel anxious and risk averse.

“We have been given strict behavioural advice for more than five weeks, and when that is removed people will feel pressured, and individuals who had pre-existing anxiety, particularly about their health, will be worst hit. It will take quite a lot of psychological treatment to get over this.

“Different groups will be more affected than others, in particular the elderly and also parents, who will worry about their children bringing home the virus from schools.”

The poll figures, and warnings from experts, will fuel an increasingly tense debate inside Whitehall over how best to strike a balance between keeping the public safe and minimising damage to the economy in the next phase of the crisis.

Johnson said on Thursday that the UK had passed the peak of the virus but that people had to expect restrictions on their freedoms to remain in place for the foreseeable future. The prime minister will spell out his thinking later this week on how the lockdown could be eased when infection rates have come down.

The total number of deaths from Covid-19 in all settings rose on Saturday by 621 to 28,131. In total, 182,260 people had tested positive, an increase of 4,806 cases on the previous day.

At the Downing Street briefing, the communities secretary, Robert Jenrick, suggested that rules on what people could do outdoors would be relaxed earlier than those on behaviour inside, in places such as in pubs, clubs and restaurants. “The rate of transmission is significantly less outdoors than indoors, so when it is right to ease lockdown measures that will be a factor,” he said.

Dr Jenny Harries, the deputy chief medical officer, said that “generally, outdoor environments are safer” in terms of infection rates for Covid-19. But she said it depended how people travelled to an outdoor event and venue, and whom they went with.

Divisions within the cabinet and the Conservative party remain over how to proceed. The health secretary, Matt Hancock, is determined to take a tough line to protect the public, while the Treasury and many Tory MPs want to move to allow more people back to work to “fire up” the economy before many businesses go bankrupt.

The Opinium poll shows the government struggling to hold on to public support over its handling of the coronavirus crisis. The percentage of people who approve of its management of the crisis has fallen from 61% three weeks ago to 47% now, with the proportion of those who disapprove up from 22% to 34%. The net approval rate has fallen therefore from plus 39% to plus 13%. Given the fragile state of support, ministers will be determined not to misread the public mood over easing the lockdown.

Adam Drummond of Opinium said that views among the public over what to do about the lockdown seemed to differ from those at Westminster. “The public’s appetite for lifting the lockdown measures remains minuscule,” Drummond said. “Very few people believe that conditions have been met to allow for public spaces and venues to reopen on 8 May, and while some are treating the rules less strictly, few admit to breaching them.

“The clamour to ‘reopen the economy’ is largely taking place in Westminster and is not really reflective of wider public sentiment.

The battle over Britain’s handling of the Covid-19 crisis comes as Ireland has decided to extend its lockdown for a further two weeks to 18 May, when it will begin a five-stage exit over three months, culminating in the phased reopening of schools and universities from 10 August.
