Libya’s internationally recognized government and Turkey have signed an agreement on maritime boundaries in the Mediterranean Sea that could complicate Ankara’s disputes over energy exploration with other countries.

Turkey, which announced the accord and a deal on expanded security and military cooperation on Thursday, gave no details of their memorandum of understanding and did not specify where Turkish and Libyan waters meet.

Libya’s neighbor Egypt dismissed the deal as “illegal”, and Greece said any such accord would be geographically absurd because it ignored the presence of the Greek island of Crete between the coasts of Turkey and Libya.

Tensions are already running high between Athens and Ankara because of Turkish drilling in the eastern Mediterranean off the coast of the divided island of Cyprus, and the European Union has prepared sanctions against Turkey in response.

The dispute has left Ankara searching for allies in the region. The new agreements were signed at a meeting on Wednesday between Turkish President Tayyip Erdogan and Fayez al-Serraj, the head of the Tripoli-based government which Ankara is backing against a rival military force based in eastern Libya.

“This means protecting Turkey’s rights deriving from international law,” Turkish Foreign Minister Mevlut Cavusoglu said of the memorandum of understanding on the “delimitation of maritime jurisdictions”.

He said that such accords could be agreed with other countries if differences could be overcome and that Ankara was in favor of “fair sharing” of resources, including off Cyprus.

But Greek Foreign Minister Nikos Dendias said any maritime accord between Libya and Turkey “ignores something that is blatantly obvious, which is that between those two countries there is the large geographical land mass of Crete.

“Consequently such an attempt borders on the absurd.”

Egypt, which has been at odds with Turkey since the Egyptian military overthrew Islamist President Mohamed Mursi in 2013, condemned the deal as “illegal and not binding or affecting the interests and the rights of any third parties”.

The internationally recognized government in Tripoli confirmed the new agreements but gave no details.

The government in eastern Libya, where rival political factions have been based since 2014, said the maritime accord was illegitimate.

The Turkish presidency’s communications director Fahrettin Altun tweeted on Thursday that the agreement will strengthen military ties with the Tripoli-based government.

Libya has been divided since 2014 into rival military and political camps based in the capital Tripoli and the east. Serraj’s government is in conflict with forces led by Khalifa Haftar based in eastern Libya.

Haftar controls most of Libya’s oil fields and facilities but oil revenues are controlled by the central bank in Tripoli.

In June, Haftar’s Libyan National Army (LNA) said they had cut all ties with Turkey and that all Turkish commercial flights or ships trying to access Libya would be treated as hostile.

Diplomats say Ankara has supplied drones and trucks to Serraj, while the LNA received support from the United Arab Emirates and Egypt.

Turkey-Libya deal seen as a game-changer in east Med

This column in early June had announced Turkey’s preparations for signing a maritime demarcation agreement with Libya in a bid to protect its legitimate rights in the eastern Mediterranean Sea and to disrupt the plans of Greece and Greek Cyprus to limit Turkey’s economic exclusive zone to around the Gulf of Antalya.

A deal with Libya was a rather interesting idea because Turkey has always been drawing its maritime zones in the region by using vertical lines and that was corresponding to potential demarcation agreements only with the Turkish Cypriot state and Egypt.

The idea of drawing diagonal lines to determine Turkey’s maritime zones was first brought to the fore many years ago by Rear Admiral Dr. Cihat Yaycı, who is also an expert on maritime law. He recently told a panel, “Turkey’s geographically inclined location stipulates its right to draw diagonal lines to determine its maritime zones and to sign demarcation agreements with Libya, Israel, and Lebanon.”

Turkey has materialized this creative look on the matter after it was, along with the Turkish Cypriot state, excluded from a regional initiative for the use of hydrocarbon reserves in the eastern Mediterranean. That initiative had brought Greece, Greek Cyprus, Israel, Egypt, Palestine, Jordan, and Italy together for coordinating their hydrocarbon activities in the region and Turkey’s response to that was first to deploy naval forces in a show of force and then to launch their own drilling activities.

The third move came on Nov. 27, citing one of the diplomatic and legal aspects of the matter.

President Recep Tayyip Erdoğan and Libya’s head of the U.N.-backed government, Prime Minister Fayez al-Serraj, signed a memorandum of understanding that demarcates the maritime boundaries between the two states on the Mediterranean Sea, after months-long technical works.

As known, the MoU’s are also considered as legal agreements and there is no need for parliamentary approval on the Libyan side as there is no parliament due to the internal problems. On the Turkish side, it will very soon be ratified at the parliament and will take effect. The Turkish government will later notify the U.N. about the agreement and the coordinates of Turkey’s economic exclusive zones (EEZ) underlined by the deal with Libya.

This agreement with Libya is considered to be a historic one as it marks Turkey’s first EEZ deal with a littoral country except for Turkish Cyprus. Thus, it defines the western borders of Turkey’s EEZ in the eastern Mediterranean. Experts believe that it will increase Turkey’s continental shelf in the said area by around 30 percent.

According to the assessment made in Ankara, the deal with Libya has important consequences. They could be listed as follows:

v The demarcation line drawn by Turkey and Libya constitutes a shield between Greece, Greek Cyprus and Egypt. This shield will prevent Greece from signing maritime demarcation agreements with Egypt and Greek Cyprus. Greece has the intention to have the shores of its islands in the region from Crete to Meis (Kastelorizo in Greek) as a single and attached shoreline so that it could expand its maritime zone through agreements with Egypt and Greek Cyprus. This deal kills this option, Ankara believes.

v Greece and Greek Cyprus’ long-term plan was to limit Turkey’s EEZ to around the Gulf of Antalya which would cover an area of 41,000 square kilometers. Such plans have already been released through a map published by the University of Seville. Ankara says that these plans have now been disrupted thanks to the deal with Libya.

v The deal has strengthened Turkey’s hands in the region against Greece, Greek Cyprus and their plans to further isolate Turkey and the Turkish Cypriots. This deal will provide the direct influence of Turkey on the energy geopolitics of the eastern Mediterranean.

v The deal with Libya is Turkey’s first maritime demarcation agreement signed with a littoral country except for the Turkish Cypriots. It provides an important political and legal basis for Turkey’s future attempts. It also shows that Turkey is using all necessary diplomatic and legal means to protect its rights in the eastern Mediterranean.

To sum up, it would be no exaggeration to suggest that this deal with Libya stands as a game-changer in an already messy eastern Mediterranean. It shows that the only way for all the littoral countries to resolve pending problems in the east Mediterranean and benefit from the regional richness is an inclusive dialogue and diplomacy.

MISRATA – An Italian military aircraft heading to Misrata returned home before entering the Libyan airspace after news of air strikes by the Libyan National Army (LNA) targeting Misrata air base.

“Around 2 PM today an Italian Air Force Lockheed Martin C-130J (MM62181) operating, as usual, the Pisa S. Giusto AB – Misrata flight. It was an usual flight with supplies for the Italian military field hospital in Misrata,” reported flight Itamilradar website.

H Γαλλία, ήταν ο νταουλιέρης στο πόλεμο κατά του Καντάφι. Γάλλοι ειδικοδυναμίτες συνέλαβαν τον Καντάφι στην έρημο και τον παρέδωσαν στις συμμορίες να τον δολοφονήσουν. Δεν έδωσε τόσα λεφτά για να της φάνε τώρα το ψωμί άλλοι.
Η Ιταλία απο την άλλη, βλέπει την Λιβύη ως χώρο επιρροής της, ως πρώην αποικία, και ως buffer κατά των αφρικανών μεταναστών. Η Τουρκία επίσης βλέπει την Λιβύη ως πρώην αποικία και χώρο για άμεση επιρροή.
Η Ρωσία κάνει προβολή ισχύος και επιδιώκει μετά την Συρία να αναβαθμίσει κι άλλο την επιρροή της στην Μεσόγειο, σε μια χώρα που επί 10ετίες ήταν υπό σοβιετική επιρροή.

Η κυβέρνηση της Τρίπολης, είναι η μοναδική αναγνωρισμένη στον ΟΗΕ. Όποια συμφωνία υπογράψει η Τουρκία, θα ισχύει ως συμφωνία με την Λιβυκή κυβέρνηση.

Είμαι στην τελική ημέρα του τριήμερου και η ομάδα έχει πάθει συμφορές από απανωτά κρυολογήματα. Κάθε μέρα βλέπω και διαφορετικόν/διαφορετική αναπληρωματικό και αυτοί που έρχονται έχουν και συμπτώματα. Το μπουφάν μου έχει γεμάτες τις τσέπες με σκονάκια για την καταρροή, σιρόπια με κουτάλια για το βήχα (ο Όμιλος δίνει την εντύπωση ορεινού πρόχειρου νοσοκομείου εκστρατείας), παστίλιες για το λαιμό ανάλογα με τις προτιμήσεις του καθενός, Panadol κανονικό, Panadol extra, Panadol Flu, Strepsils και απολυμαντικό υγρό (επειδή πιάνει τα τραπουλόχαρτα ο κάθε άρρωστος).

Επομένως, ενώ δεν είναι δικό μου φταίξιμο που μπήκαμε να παίζουμε σε τριήμερο ανώτερης κατηγορίας και όχι της δικής μας, πρέπει να προσαρμόζομαι διαβάζοντας τι Συμβάσεις παίζει ο καθένας (σαν να οδηγείς τη μια μέρα στο Λονδίνο την άλλη στην Αθήνα και την παράλλη στο Λονδίνο και να θυμάσαι αν θα οδηγείς στα δεξιά ή στα αριστερά).

Εσείς στο μεταξύ, προετοιμαζόμενοι για την μεγάλη μούγκα που θα μου κάνετε όταν θα γράψω κάτι για τις ΑΟΖ (όπως κάνετε πάντα, μήπως και βάλω τα κλάματα), προσπαθήστε να σκεφτείτε μήπως ο Ερντογάν απλά θέλει να μας υποχρεώσει (εμάς και τους Αιγυπτίους) να καταθέσουμε χάρτες με θαλάσσιες ζώνες ώστε να μπλοκάρει τη διαδικασία του Αγωγού East Med, αν κάποιος παρασυρθεί να δεχτεί την προσφυγή σε διεθνές δικαστήριο. Θέλει πάρα πολύ δεξιοτεχνία να βάλει ο Ερντογάν στη μέση και τον αγωγό, γιατί κανονικά ο αγωγός δεν εξαρτάται από το ποιος έχει την ΑΟΖ στην περιοχή. Αυτός όμως μπορεί να πετύχει εκχώρηση της εκμετάλλευσης της ΑΟΖ της Λιβύης από τουρκικές εταιρείες και να στέλνει και πολεμικά του στη μέση της Μεσογείου που θα θυμώσουν τους Ισραηλινούς. Ως γνωστό οι Ισραηλινοί έχουν επενδύσει πολλά στην υπόθεση του αγωγού East Med και κυρίως ο Νετανιάχου, με αντίθετους στο Γενικό Επιτελείο και Ισραηλινές πετρελαϊκές εταιρείες που προτιμούν την Τουρκία.

Πολλά κρύβονται, αλλά προηγείται το μπριτζ και η προπόνηση για τη μεγάλη μάχη, όπου κατεβαίνουν μεγάλοι ορκισμένοι και με ακονισμένα μαχαίρια, γιατί τους πήραμε θέσεις που δεν μας ανήκαν και κυρίως σε κατηγορία έξω από την κανονική δική μας.
